概要	本論文は，スイス・チューリッヒにおける公共交通優先型都市交通政策の概略について報告するものである．チューリッヒは，公共交通を優先させる交通政策を1970年代からとり続け，成功した都市として世界的に知られている．ただし，その合意に至るまでに1970年代後半に数度の政策論争と住民投票を経た経緯があった．1990年代以降も，チューリッヒ運輸連合の発足による総合的な交通政策の実施や，都市鉄道システムの導入など，積極的な公共交通支援政策が続けられており，近隣諸国と比較しても高い公共交通利用シェアを誇る．本稿では，公共交通優先のための道路インフラ整備，道路交通管理，公共交通運用システム，空間計画との連携，総合交通システムの実態を述べた後，公共交通優先政策の効果と我が国への示唆について考察を行うこととする．

Title	Transport Policy with Public Transit Priority in Zurich, Switzerland

Abstract	This paper reports a recent transport policy in Zurich，Switzerland. Zurich is known as one of the best transit-oriented cities in the world where the various public transit priority programs have been introduced since 1970s. Though there were several political disputes and votes on the transport policy before the current transport policy was determined，the systematic and welldesigned public transport system has been realized. We present major components in the programs including infrastructure investment，traffic control，public transit control system，coordination between transport planning and spatial planning and integrated transport system. Finally，we discuss lessons from the Zurich experiences to Japan.
