概要	本研究は，ドイツにおける地域内公共交通の現状を分析したものである．従来ドイツでは，地域内公共交通を公共近距離旅客輸送（ÖPNV）と近距離鉄道旅客輸送（SPNV）という管轄する行政が異なる2つの概念で提供していた．しかし，EUレベルで決定された鉄道政策とそれに基づいたドイツ鉄道改革の実施，さらには地域化法の施行により，地方自治体がその両者を管轄することになり，管理面・財源面での枠組みの変更が必要となった．その変化の特徴を，各地域の運輸連合に見ることができる．本研究では，Rhein-Main運輸連合（RMV）を例に，現在の運輸連合の役割，組織形態，運賃制度を紹介し，最後に財源システムについて分析する．

Title	The Development of Public Transport with the Example of Rhein-Main Verkehrsverbund

Abstract	The introduction of new legislation in the railway sector at the European level and the privatization of the German Federal Railway Company in 1994, made it necessary to restructure the organization and financial framework of public transport systems. The role of local communities has been strengthened under the so-called“Regionalization Law”and the “Law on Financing Municipal Transport”. The objectives of this study are to analyze the contemporary role of transport associations (Verkehrsverbund), and to investigate the effects of the new legislation on a transport association’s organization and financing system as evidenced by the example of the Rhein-Main Verkehrsverbund (RMV).
