英国の地方交通計画におけるPIの実施方法と効果

概要	2000年夏，イングランドの各地方当局は，Full Local Transport Planと称する地方独自の五ヵ年計画を政府に提出した．計画案の検討過程では，交通事業者や地域企業，市民らを参画させるPIの実施が規定されている． わが国においても地域のニーズに即した質の高い地方交通計画の実施が期待されており，有力な計画技術の一つであるPIの方法論を検討することが必要である．このため，本稿は，筆者らが独自におこなった英国の地方当局および住民アンケートをもとに，LTPにおけるPIの実施方法とその効果を整理することを目的とする．

Title	Methodology and the Effects of the Public Involvement Activities on the Local Transport Plan in the U.K.

Abstract	The Full Local Transport Plans (LTPs) were produced by the end of July 2000 for each local authority in England. It was also emphasized in the Guidance on Full Local Transport Plan that local authorities should actively involve local people, business, transport operators, users, health and educational and environmental organizations at an early stage in drawing up their LTPs. This study focuses on Public Involvement on the Local Transport Plans and aims to investigate how public involvement and the local transport planners of the U.K. have taken public opinions into consideration and to examine how these aspects can be implemented in Japan.
