人の交通行動を対象としたPHS交通調査システムの開発

概要	我が国の運輸交通統計は，主に交通施設計画を支えるため量的データを収集することを主な目的としてきた．しかし昨今の運輸交通行政では，社会基盤整備の質的評価，TDM施策の評価，利用者視点からのLOS/CS評価,またこれらの迅速な情報公開への対応という問題に直面している．一方，交通調査の実査においては，①調査協力者の減少，②調査票回収率の低下，③調査票の未記入項目の増加，④調査員の安全性確保，⑤調査員費用の増加，等の問題点が指摘されている．そのため今後の交通調査手法には，より詳細な交通行動データの取得と被験者負担の軽減が求められる．本研究の目的は，人を対象とした交通調査を対象として，PHS位置情報サービスとWEBアンケートを組み合わせた交通調査システムの開発と実証実験を通した定性的評価，及び情報通信技術の交通調査の実現における問題点の整理にある．

Title	Development of PHS Traffic Survey System for Human Travel Behaviour

Abstract	Recently, there are many application development by using IT and ITS for traffic surveys because of necessity of detailed transportation policy evaluation. The purpose of this paper is to develop the data collecting system for human travel behavior in urban area. The developed system consists of Personal Handy Phone System and Computer Integrated Server. The functions of tracking and location information are used for positioning, and test subject's travel behaviors are estimated by using GIS. As the demonstration, developed system was applied in Tokyo urban area and Sapporo city. Finally, actuation of the developed system and it effect for collecting travel behaviour were confirmed.
