中核国際港湾整備の効果と今後の方向

概要	効率的港湾整備投資の必要性から，国際中枢港湾，国際中核港湾への重点的投資が計画されている．近年，特にアジア向け貨物を中心に地方港湾の取扱貨物量が増加しており，今後中核港湾の果たす役割は，ますます重要となる． 本研究では，港湾施策の効果分析に資する，コンテナ貨物輸送における荷主港湾選択モデルを作成したうえで，中核港湾貨物集約可能性とその効果検証を目的としている．本研究では，中核港湾利用者の実態を把握し，ルート選択行動のモデル化への知見を得た上で，コンテナ貨物の時間評価値を示す指標を導入したモデルの構築を行った．さらに，中核港湾における貨物集約施策を提案し，その有効性をモデル分析を通じて確認した．

Title	Effects and Future Direction of a Regional Gateway Port Development

Abstract	The role of a regional gateway port is becoming more important for container transport in Japan because of increasing volumes of inbound/outbound container cargo in Asia. The effects of port development should be analyzed based on cost benefit analysis. The purpose of this paper is to propose an estimation method for handled cargo volume at a regional gateway port. For this purpose, port choice behavior models considering the value of time for container cargo are analyzed. Using models for port choice behavior, the effects of the measures of port development are estimated.
