概要	我が国の国民生活，経済に重要な役割を果たしているコンテナ港湾が，アジア諸港湾に対し相対的に地位を低下させている． 本研究では，グローバリゼーションの進展，利用者ニーズの多様化・高度化の中で，我が国の港湾が来した相対的地位低下の原因を整理するとともに，港湾整備・償還方式及び港湾管理者の財務諸表の国際比較等を通じて，我が国の港湾政策（ソフト面）のあり方を提案する．また，内航輸送との連携の必要性と政策の方向性についても言及する．

Abstract	Container Ports in Japan are playing very important roles in lives of the people and social economy, but relevant status in Asia region become relatively low recently under the circumstances of globalization and diversification of the people's interest This study aims to clear up the reasons of low status in Japanese ports and tries to pursuit a resolution in Japanese port policy and coastal shipping policy especially based on the port management point of view.
