我が国の空港運営体制に関する検討

概要	世界各国において，民営化など空港経営形態の変更が行われている．背景には量的供給重視から，効率性重視への政策の変更がある．我が国においては大規模国際空港では公団や株式会社方式が採用される一方，国内幹線空港については国が，地方空港については地方自治体が管理している． 本研究では，国が管理する空港を例に取り，その運営を民営化した場合のメリット，デメリットを整理した．そして，民営化に伴う問題点である不採算空港の維持について具体的に検討するため，各空港の現時点での企業会計的な採算性と，50年営業権を売却した場合の現在価値を試算した．そして，このような試算に基づいて具体的な売却，リースの方法を複数想定し，それぞれのメリット，デメリットについて検討した．

Title	A Study on Airport Management System in Japan －Feasibility and Problems in Privatising National Airports－

Abstract	Airport management systems have been reformed in many countries, such as privatisation. These are reflecting the policy change from quantity supply to operational efficiency. In Japan, while mega-international airports are operated by an authority or a company, major domestic airports are operated by the national government and local airports by local governments. In this study, merits/demerits of privatisation in the case of national airports are analysed. Then, current profitability and present value of 50-year leasing concession of each airport is calculated, in order to analyse the problem of unprofitable airports. And, based on this calculation, merits/demerits of sale/lease methods of national airports are analysed.
