民営化空港の技術的効率性の評価

概要	空港民営化の議論が高まるなか，民営化による経営効率の改善効果を定量的に分析する必要性が認識されている．先行研究では，英国BAAplcの時系列データより技術的効率性をDEAで計測した結果，民営化前後で効率値に変化はないという帰結に達している．これに対して本論文では，パネルデータよりBAAplcの個別空港ごとにマルムキスト指数をDEAで計測する．マルムキスト指数は，時間の経過で効率値が必然的に改善されるという時系列データを用いた分析に固有のバイアスを排除し，純粋な技術的効率性を導出する．計測の結果，先行研究とは異なり，民営化前後で技術的効率性が改善されたことが確認された．

Abstract	There is a growing tendency toward airport privatization in the world. Therefore it becomes more critical to measure management efficiency at privatized airports. Some leading researches suggest that as a result of measurement of technical efficiency by DEA using time series data on BAAplc, no remarkable changes in efficiency exist before and after privatization. This paper pursues the same object but uses panel data in addition to using the Malmquist Index which excludes a bias arising from passage of time. The outcome is that there exists an effect of improvement for technical efficiency after privatization, and there are some differences in technical efficiency among individual airports on BAAplc.
