合意形成問題における“計画修正可能性”と“謝罪”の決定的役割

概要	交通ネットワーク整備をはじめとする様々な交通政策を実施する際に近隣住民の合意が得られず，それ故にその政策を実施できないという局面は年々増加しているものと考えられる．こうした合意形成の問題に対処すべく，本稿では，社会的ジレンマ（藤井，2003）の理論的枠組を用いて社会状況を捉えることで，人々が特定の政策に対して合意する傾向を促進できる可能性を，社会心理学的アプローチに基づいて探る．特に，行政手続きに対する公正感（i.e. 手続き的公正）と行政に対する信頼の重要性を指摘するとともに，それらの高揚を目指すためには計画の修正可能性を担保すること，そして，計画上の誤りが明らかとなった場合には行政側の謝罪が決定的な役割を演ずることを理論的に指摘する．

Title	Crucial Roles of Changeability of Planning and Appropriate Apologizing in Consensus Building

Abstract	These days, not a few transportation infrastructure planning can not be implemented due to lack of residents' consensus or public acceptance. In this paper, I elucidate social psychological possibility to promote public acceptance of transportation planning while regarding the situation as a social dilemma (Fujii, 2003). It is discussed that people's perception of procedural fairness regarding governmental procedure and people's trust on government are social-psychologically important, and changeability of planning and appropriate apologizing for mistakes of the planning are crucial to increase public acceptance.
