北海道観光振興計画はアド・バルーンか？

概要	北海道庁は観光振興によって地域経済を活性化すべく，平成19年度までに外国人来道者数を54万人まで増加させるという目標を定めたが，その達成見込みに関する実証的な検証はなされていない．本研究では，今後の外国人来道者数について統計的手法を用いて予測することによりこの目標値の妥当性について検証し，目標値はそう無理のない数値であることが判明した．さらに，外国人来道者数が増加した場合の経済的影響として，約600億円の生産誘発を生み出し，さらにそれは雇用を誘発して，北海道の完全失業率を0.3ポイント引き下げるという結果が得られた．

Title	Is the Hokkaido Tourism Promotion Plan Just a Trial Balloon？

Abstract	Hokkaido government intends to vitalize the Hokkaido economy by promoting tourism. The target was set to increase the number of foreign tourists who visit Hokkaido by 540 thousand until 2011. However, nobody has verified the feasibility of this target. We statistically tested this feasibility and found that the target would be achievable. In addition, we found that the increases of foreign tourists would increase regional output about 60 billion yen and reduce its unemployment rate by 0.3 points.
