社会資本の段階整備計画へのリアルオプション適用に関する研究

概要	意思決定において，不確実性を適切に考慮することは重要である．社会資本の計画策定における不確実性の取り扱いについては，特に金融経済学を応用したリアルオプションと呼ばれる研究が進んできている．しかしながら，実際の社会資本整備の計画策定に際して，不確実性が十分に検討されているとは言い難い． 本研究では，社会資本等の大規模なプロジェクトの整備計画を対象として，長い整備期間内での不確実性に対応するために，実務において活用することが可能なリアルオプション分析の手法を提案する．また，整備を段階化することによる工事費の増加および先行投資の許容額に関する合理的な基準を示す．

Title	An Application of Real Options to The Phased Construction Plan of Infrastructure Investment

Abstract	Real options, a development of financial economics, is a workhorse for dealing with uncertainty. This method, however, has seldom been applied to public infrastructure investment. We present a method of real options analysis that is easily used in the on-site planning process for large scale projects. We also present the rational criteria for determining the maximum amount of cost increase due to conducting the construction process in phases, and the maximum amount of anticipatory investment.
