概要	本研究は，都市内の道路空間において公共交通にプライオリティーを与え，自動車利用抑制を実現する仕組みを，先行事例としてフランスのPDU（都市交通計画）から考察したものである．総論賛成でも各論反対になりがちな自動車利用抑制に向けた都市レベルでの取り組みは，実施方法を策定することが難しいとされてきた．そこで本研究では，PDUが過去の紆余曲折を乗り越えて熟考された仕組みを備えるに至っていることを分析した．またPDUは，我が国の都市交通計画体系に応用可能な公共交通の利用促進を図る都市交通戦略であることを明らかにした．

Title	Study on the Urban Transport Strategy in France Oriented for the Promotion of Trips Using Public Transport Network

Abstract	This paper focuses on the PDU (Plans de Déplacements Urbains) in France as precedent experiments of the urban transport planning system, which prioritizes public transports in urban areas with view to reducing car trips. It is often considered in Japan that the challenges to reduce car trips tend to be faced with conundrum in finding viable solutions, as each measure to be implemented is difficult to win consent even if the general idea is agreed upon. In this connection, this paper analyses how PDU has come to elaborate its well-deliberated system, overcoming many complications in the past. Also, the paper clarifies that PDU is an urban transport strategy oriented for the promotion of trips using public transport network, which is applicable for future urban transport planning system in Japan.
