| 概要 | これからの社会資本整備は行政と市民との協働作業により進められる必要があるといわれている．ではその過程で生じる行政と市民，あるいは市民間の利害対立はいかに調整すればよいのであろうか．本稿は，社会資本整備における計画策定段階での市民参加について，これまで土木・都市計画分野であまり紹介されていない利害調整手法と組織について紹介する． |
