鉄道整備事業の事後評価手法に関する諸検討

概要	本論文は鉄道整備事業の事後評価手法について，実際の評価の経験を踏まえて種々の検討を行った結果を報告するものである．具体的には開業後5年近くが経過した3つの鉄道整備事業を対象に，最新の「鉄道プロジェクトの評価手法マニュアル2005」の内容に基づき評価を行った結果を報告するとともに，評価の過程で上記マニュアルに明記されていなかった事項について，対象事業の事後評価委員会等でどのように対応したかを紹介する．最後に，これらの点を踏まえた著者らが考える事後評価の論点について述べる．以上のような評価に関わる情報が関係者間で共有されることは，事後評価の一層の発展に寄与するものと期待される．

Title	A Study on the Ex-post Evaluation Method of Railway Projects

Abstract	The object of this paper is to report about investigation of the ex-post evaluation method of railway projects in Japan. Firstly a result of post-project evaluation about 3 existing railways based on the“Project Evaluation Manual”is reported, secondly the discussions about evaluation method at the Committee meeting is introduced, and finally the issues in accordance with the result of the study is discussed. This paper contribute to the further improvement of Ex-post project evaluation method.
