地域鉄道輸送の地方分権化と入札制度の導入

概要	ヨーロッパにおける行政改革及び鉄道の経営改革の一環として，地方政府の都市交通に関する権限を拡大したり，国の権限を地方政府へ委譲する動きが欧州各国で見られている．またこれまで事業者単位で行われてきた都市交通に対する公的な助成の考え方が見直され，行政側が各都市や地域の状況に合わせた交通サービスの内容や運賃，助成額を設定することとなった．事業者についても，設定されたサービスを最も効率良く提供できる者を，競争入札によって選定することとなった．これらについて，現状を紹介する．

Abstract	In the course of an administrative reform of Government and the reform of railway management in Europe, local government have been empowered or enlarged the competence on urban transport in several countries. And the object of subsidy has been changed from undertakings of public transport to the transportation service itself. The local authorities have been able to set their own transportation service and tariff. They are also able to make a bid for the transportation service. This article will introduce its actual condition.
