地方港湾・空港国際化の現状と課題

概要	各県においては地元港湾・空港の国際化を合い言葉に，大水深岸壁の整備や滑走路延長といった施設整備とともに，ポートセールスにも力を入れている．しかしながら，地方港湾・空港ではソフト面での整備及び条件が十分でないため，あるいは荷主の国際物流に対する体制の不備や関心の低さのため，期待ほどの貨物が集まっていないのが現状である．本研究では，東北地方を対象に，荷主・運輸関連事業者・行政にヒアリング調査を行い，地方港湾・空港利用促進のための今後の施策について検討し，6つの観点から指針を示した．

Title	The State and Prospect of Internationalization of Local Port and Airport

Abstract	Almost all prefectures have developed advanced port/airport facilities such as container berth with large depth and long runway, and then port/airports have been promoted as a matter of course. Handling amount of local port/airports, however, has not been increased as developer's expectation, because management of them is not matured as large ports and many shippers are not interested in changing transportation route. In this study, six guidelines for port/airport promotion are indicated based on a survey of shippers' behavior and intention.
