港湾投資評価の基本的考え方

概要	港湾整備事業の新規採択にあたり，運輸省は現在，費用対効果分析の結果を用いている．さらに，平成9～10年度にわたって費用対効果分析も含めた総合的な評価手法の検討を行っている．本稿はガイドラインのみではわかりにくい港湾投資の評価の基本的な考え方，背景を概説している．特に評価基準や評価手法の前提条件は評価結果に大きな影響をあたえるし，様々な効果の全貌がつかみにくいため，それらを詳しく解説する．また，理解をしやすいように，港湾の代表的施設である物流ターミナルを例として費用対効果分析の方法を紹介する．

Abstract	Ministry of Transport introduced the cost-benefit analysis for port investment as one of the reliable evaluation systems in determining which projects to be newly started in 1997 FY. The Ministry also began to research on the methodology of economic evaluation for port investment which included the method for cost-benefit analysis. The outline of the research and the discussion points in it are described. The evaluation method for port investment is now on the way of improvement and continuous examination is still necessary.
