概要	わが国同様大都市圏拠点空港の容量不足に悩まされてきた英国では，90年代後半より航空会社間におけるスロットの二次的売買が判例上認められてきた．本売買はスロットの交換を行うとともにスロット間の実質的な価値の差異を金銭にて填補するというスキームにて行われてきており，これまで空港容量という希少資源の有効活用に貢献した一方で，そのさらなる展開に際しては，スロットが包含する権利の明確化，売却益に係る利益調整システムの構築，売買の透明性確保，及び寡占の防止といった課題が残されている．

Title	Secondary Sales System of Airport Slots -Its Background, Current Situation and Issues Based on UK Experience

Abstract	Secondary slot sales between airlines are allowed from late of 90s based on the precedent in UK, which has suffered from capacity shortage in hub-airports as well as Japan, and these sales are accomplished by exchanges slots with money which covers difference of their value. While this scheme definitely contributes to utilize scarce airport capacities, it is necessary to clarify rights included in slots, to distribute gains from the sales between stakeholders, to clarify information regarding the sales and to prevent oligopoly for further application of the scheme.
