ロンドンへのロードプライシング導入に関する関係主体間の議論

概要	本論文は，ロンドンのロードプライシング導入検討事例を対象に，制度導入に向けて，どのような論点についていかなる議論が行われたかをTransport Committeeにて行われた審議をもとに整理するものである．また，その議論の結果をうけて，1998年12月に環境交通地域省から出された，ロードプライシングに関する緑書の内容を紹介する．それらの結果をもとに，我が国におけるロードプライシング導入に関する議論に向けての示唆を得る．

Title	Political Discussion on Introduction of Road Pricing System into London

Abstract	This paper aims to analyze a political discussion in Transport Committee of UK about an introduction of Road User Charging(RUC) system into London, and to report a 1998's green report on RUC, published by Department of Environment, Transport and the Regions of UK. After analyzing stakeholders' behavior in the discussion, a lesson from the London's case is discussed in the light of introducing the same system into Japan's urban cities.
