| 概要 | 便益帰着構成表が提案されてから約十年，筆者らを中心とする研究グループは表の背景となる理論の精緻化と適用対象の拡大に努めるとともに，実際のプロジェクト評価への適用を試み，単に概念的なフレームとしてだけでなく，実務で活用できる手法として確立してきた．その結果，適用事例も多数蓄積され，かつ，費用便益分析の指針にも登場してきている．しかしながら，便益帰着構成表アプローチには，多数の課題が存在していることも事実である．本稿では，これまでの便益帰着構成表の発展及び適用事例をレビューし，問題点・課題を整理することによって，今後の便益帰着構成表における実用的及び理論的な発展方向を論じるものである． |

| Abstract | Benefit Incidence Table（BIT）was proposed almost ten years ago and has been developed not only in theory but also in practice so as to widen the range of its applications. Since BIT has been applied to many projects in practice during the decade, this approach is esteemed as the most useful tool in Cost Benefit Analysis. Some government official manuals therefore adopts BIT approach. It is a fact, however, that BIT still has many problematic points for further development. This paper reviews theoretical and practical development of BIT and discuss remaining research tasks in future development. |
