概要	港湾を取り巻く環境はサプライチェーン・マネジメントの本格化により構造的に変化し，海陸輸送の結節機能に主眼を置く伝統的な港湾経営は多くの限界に直面している．本研究は,こうした問題点を分析し，新時代の港湾経営がロジスティクス・システムの拠点形成へと脱皮すべきことを提示したうえで，その基本的な戦略と経営組織が満たすべき要件を考察した．とくに新しい港湾経営の有力な組織形態として公企業化に着目し，欧州の港湾の実態調査を行い，意思決定や財務運営の自立性さらに事業の多角性などを総合的に評価し，公企業化の戦略的意義を確認するとともに課題を抽出した．さらに我が国の港湾政策への示唆をまとめた．

Title	Port Management Challenges in the Supply Chain Age: Strategic Effectiveness and Framework of Port Corporatization

Abstract	In the progress of supply chain management, traditional management of ports as an interface between shipping and land transport has faced serious limitations. This study analyzes these limitations and proposes a new direction towards ports as logistics center rather than maritime terminals, discussing new requirements for strategies and institutional capability of port authorities. With analyses of European ports recently corporatized, the effectiveness of port corporatization is evaluated in terms of such basic aspects as decision-making, financial autonomy, and ability to undertake a range of strategies, identifying key issues in corporatizing ports. Also considered are its implications to Japan’s port policy.
