概要	大手民鉄・JR・地下鉄では，認可運賃の基礎となる総括原価の算出において，一部にヤードスティック方式を用いており，特に各鉄道事業者のデータを用いた重回帰分析によるコスト算出を特徴としている．本研究は，大手民鉄を対象とした重回帰モデルについて，経済学的，統計学的な信頼性の検証を行ったが，1997年の適用開始から15 年を経た現行モデルは，パラメータの符号，有意性に関していくつかの問題を抱えており，見直しの必要性があることが分かった．一方で，近年，関東と関西（関東以外）の大手民鉄における経営環境の違いが指摘されるが，重回帰分析において明確な地域差は見られなかった．

Title	Yardstick Regulation in Japan’s Railway Industry

Abstract	Yardstick regulation with multiple regression analysis was implemented in Japan’s railway industry in 1997. We tested statistical reliability of the regression models. We can say that some parameters have problems in significance and signs now because fifteen years have passed after the implementation of the regression models. We could not find a significant difference in the regression analysis between the railways in Tokyo metropolitan area (Kanto area) and Osaka metropolitan area (Kansai area).
