官民の役割分担に着目した移動販売の持続可能性の改善に関する考察

概要	中山間地域における移動販売は，日常的な食料供給とあわせて高齢者に対する見守りなど公益性の高い福祉サービスを実施している場合がある．しかし，地域の地理的・社会的な条件から，民間事業者による移動販売は持続可能性が低く，今後のサービス供給が懸念される．そこで本研究では，鳥取県内の産官学プロジェクトによるフィールド実践の成果を整理し，この課題解決に向けた考え方を提案する．具体的には，移動販売の持続可能性を高める方法として官民の役割分担の可能性を事例に基づいて検討し，新たな役割分担モデルを提示する．加えて実在の移動販売を対象に，本モデルの有効性を費用分析ならびに損益分岐点分析により実証的に検証する．

Title	Public-Private Partnership for Improving Sustainability of Food Delivery Services in Mountainous Areas

Abstract	In mountainous areas, food delivery services contribute not only to the food supply but also the life support such as watching and having conversation with elders. However, the sustainability of these services is generally low because it is costly to provide them in the mountainous areas where it is less and sparsely populated. In this paper, public-private partnership for improving the sustainability is examined by field survey and the role sharing model is proposed. Then, the usefulness of this model is verified in specific area in terms of cost and break-even point analysis.
