「一帯一路構想」下における中国海運業の動向

概要	「一帯一路構想」の下，効率的な海上網の整備を推進している中国政府は，本構想推進に大きな役割を果たすとして，海運業の国際競争力強化に本格的に乗り出し始めた．本稿では，中国海運業の現状と課題をレビューした上で，「海運強国」に向けた政策の概要や進捗状況，及び企業動向について調査した．本構想の下で中国海運企業は輸送ネットワークを拡充していくことが見込まれるものの，現状では中国海運企業の国際競争力強化には課題が残る．中国船社が関与する港湾では荷動き増加の動きがみられ，本構想は長期的には海運市場における輸送需要の拡大に資すると考えられる一方，自由で公正な競争市場が確保されているか今後注視していく必要がある．

Abstract	As the maritime industry is expected to play a great role to promote China’s One Belt One Road initiative, Chinese government has launched various policies to promote international competitiveness of its maritime industry. This paper reviews current Chinese maritime policies and business activities. It was found that while policies have not bring positive results yet, the cargo increase was remarkable in the specific ports which Chinese companies have get involved deeply.
