| 概要 | 航空自由化の風潮の下で，首都圏の国内空港の国際化，また空港間での国際線分担をどう実現させるか．こうした諸問題に関する事例として，本報告ではEC（European Community：欧州共同体）主導で自由化を推進した欧州航空市場におけるフランスのオルリー空港開放の経験を参照する．構成としては，国内線の拠点であるオルリー空港がどのような経緯を辿って国際化を迫られたのか，他のパリ空港との発着枠配分に関する制度がどう変化したかという2点を明らかにする．また，90年代前半の同空港開放の経験を踏まえて，空港国際化への示唆を行いたい． |

| Abstract | How to liberalize a domestic airport under the liberalization of air transport? In order to answer to this question, I shall refer to the process of Orly airport（France, Paris）liberalization in the 1990s. Orly was an symbol of French resistance against air transport liberalization proceeded by the EC（European Community）. This report clarifies its process of liberalization under the Package III regime and its institutionalization of Paris Airport system. At last, some analytical points on the conditions of airport liberalization would be added. |
