Event Summary

Urban railways are under development in Hanoi, with the first line scheduled to open in spring 2019. In the future, while there are development plans including extension to the suburbs, it is expected that the railway development will be integrated with the urban development along the railway lines to attract private investment.
The presentation and discussion were held for the purpose of deepening the understanding through discussions on various experiences and ideas by Vietnamese officials and experts from Japan and Vietnam in order to succeed in urban railway and area development in Hanoi.

Regarding the Hanoi urban railway such as Line 2A scheduled to open in March 2019, Line 3 currently under development, and Line 2 that will be further improved in the future, Mr. Bui explained the current status of the projects and the challenges to be addressed from the standpoint of maintaining, fare policy, and promotion of use.
Through this Keynote Speech, the common understanding that participants should have in advancing urban railway projects was shown.

Dr. Okamoto focused on the history of railway development in the Tokyo area and issues in Japan's TOD (Transit Oriented Development), and gave a lecture summarizing the success points of Japan's TOD. Furthermore, based on the situation in Hanoi, regarding area development integrated with urban railway development, he paid attention to the development profit generated by railway development and discussed the key to its success.

What should be done to make urban railway development and railway development successful? There were lively discussions, including questions from the attendees, regarding current issues in Vietnam and examples of efforts in Japan. It was pointed out that research on the relationship between urban railway development and urban development had not progressed sufficiently in Vietnam. Dr. Okamoto introduced case examples of land readjustment along Tsukuba Express Line. There was an opinion that experience in Japan and other foreign countries was very helpful in promoting urban railway development in Hanoi and Ho Chi Minh, and the Vietnam side hoped that such seminars would be held in the future.
