Dr Fujisaki has long been engaged in the field of transport, tourism, land planning and rural development as well as consumer policy as an official in the Japanese government since 1989, after graduating from the department of law in University of Tokyo. Most part of his work lies in planning, coordinating, legislative and international affairs that have been undertaken in Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT). 　　　　　　
He once experienced a half-year trainee in the German Ministry of Transport in 1994 while learning the outline of the European transport policies. He served as a vice-chair of Consumer Policy Committee (CCP) of OECD in around 2005 - 2007, when he was attached to the Japanese Cabinet Office. He also served as the head of preparation office for the G7 Transport Ministers’ Meeting in Karuizawa, Nagano which was held in 2016.　　　　　　　　

In-between, he was involved in various research activities and related international projects when he worked in three different institutes: the Japan Transport and Tourism Research Institute (JTTRI, formerly ITPS) (a non-profit organization) in 2008-11 and 2020-2021, the Japan Research Institute (a private company) in 2013-15 and the Policy Research Institute of MLIT (MLITPRI) in 2018-19 and 2021-22. In MLITPRI, he led a research work on MaaS, thanks to the kind cooperation from many European and American as well as Japanese governmental, municipal and private entities.
In the Ministry of Agriculture, Forestry and Fisheries (MAFF) in 2019-20, he was engaged in rural development and tourism including the “agriculture-welfare collaborations” as well as Globally Important Agricultural Heritage Structure (GIAHS). In 2023, after retiring from MLIT, he started to serve as Director General for Research in JTTRI.
