A Study on renewal of the subsidy system for urban railway

Background

The urban railway networks are regarded to have formed considerably by 2000 mostly due to the subsidy system of Japanese government and the commuter congestion problems in three major metropolitan areas have been settled to a certain extent.
Since 2000, the focus of the urban railway development has shifted from "quantitative improvement (to increase transport capacity)" so far into "quality improvement (to increase convenience)," and the improvement of the function by utilizing the current networks has been discussed as a policy issue.
By this trend, the new law "Act on Enhancement of Convenience of Urban Railways, etc." was enforced in 2000. This study, in order to solve the problems of urban railways in the future, such as "quality improvement (to increase convenience)," focuses on how to renew the subsidy system including how to promote the utility of the law.
