The deregulation law of truck transportation of Japan was enforced in 1990. Then, due to the increase in the number of truck companies and fierce price competition, it is said that the state of the truck driver's condition increased its difficulty.
This research places its focus on the process in which the administrative behavior (such as transportation outsourcing and stock reduction) of a shipper or a transportation company affects the safety of truck operation. Also we propose the safety policy based on a different concept with rather new point of view.
