Event Summary

JTTRI conducts policy proposals, surveys and researches on transport and tourism with the aim of “bridging academic research and practical demands.”

This symposium is held in order to contribute to various efforts of related organizations and private companies based on various policies of Ministry of Land, Infrastructure, Transport and Tourism. We give lectures and presentations every time on the theme of important issues surrounding transport and tourism, and not only reports from research fellows, but also special lectures inviting top executives of transportation companies and researchers from domestic and overseas.  

In this special lecture, Mr. Shinichi Inoue, Representative Director & CEO, Peach Aviation Limited, gave a lecture entitled “Peach “The Game Changer””.


In the report of the researcher, they made seven reports on the expansion of LCC on long-haul international flights, measures against congestion delay of urban railways, the possibility of utilizing AI, etc. in the transportation sector.

On the day, Mr. Noriyoshi Yamagami, Vice-Director-General, Policy Bureau, Ministry of Land, Infrastructure, Transport and Tourism gave honorable guest remarks, and it was a successful symposium with over 250 participants from research institutes such as universities, the Ministry of Land, Infrastructure, Transport and Tourism, local governments, railway companies, airline companies, other transportation companies, consultants, general contractors, automotive manufacturers, and media.

Mr. Inoue gave a lecture on the differentiations of high operational quality, thorough cost management, introducing new ideas and concepts, capturing foreign tourists, as the secret of success, a win-win business development with the destination, enabling a variety of lifestyles by providing easy-to-use transportation for both domestic and international flights, and aiming to become a leading LCC in Asia by striving to meet the demand in Asia in the middle-haul business in addition to the conventional short-haul business, in anticipation of continued expansion of LCC share.

Research Related to the Expansion of LCC (LHLC) on Long-Haul International Flights

Long-haul international flights by LCC have been considered difficult in the past, but recently, independent LCCs / major LCCs are gradually expanding their long-haul international flights mainly in Europe. In addition, long-haul routes with a route distance of 10,000 km have been operated. In this research, Mr. Hashimoto conducted a cost analysis to find out why the LCC could maintain its low-cost advantage over major airlines even on long-haul routes of 10,000km. On the other hand, he also examined the demand side and arranged the issues for LCC's success in long-haul routes in obtaining passenger demand.

Ride-Hailing Apps for LAMAT in Asian Developing Cities and Its Impact

Today, the advent of ride-hailing services (RHAs) using smartphone apps is welcomed by the general public. Ride-hailing Apps However, it is unclear whether the ride-hailing services apps (RHAs) will pose a threat to LAMAT (ex: taxis, auto-rickshaws) in Asian developing cities. In this research, the above problems were clarified as a case study by evaluating the changes in the operational services of LAMAT drivers that adopted RHAs in Phnom Penh. A policy scenario was proposed, along with examples of RHAs regulations in Japan, China and the Philippines.

Research on Congestion Delay Measures of Urban Railways
-Verification of Effect of Soft Measures and Cost Burden of Hard Meas-ures -

Regarding measures for congestion delays in metropolitan urban railways, Prof. Tanabe analyzed the effect of soft measures such as staggered commuting and telework, and analyzed the cost burden of hard measures. As a result of the staggered working hours (Jisa Biz), etc. conducted this summer, the peak rate decrease could be confirmed from the data at the ticket gates, but the specific behavior change of commuter and its factor were unknown. In this research, based on the original questionnaire, the determinants of the working style of the company and the commuting time of commuters were clarified, and the suggestions for the future soft policy development were obtained.

Survey on the Possibility of Utilizing AI, etc. in the Transportation Sector

While attention has been focused on the dramatic evolution of Artificial Intelligence (AI) in recent years, the utilization of AI in the fields of transportation and tourism is also attracting attention. The purpose of this survey is to (1) grasp the actual situation of AI utilization in this field, and (2) identify policy issues and research studies that should be prioritized in the future regarding AI utilization in this field. In this presentation, Mr. Abe first reported the results of sorting out the progress of AI utilization in this field. Next, he reported the progress of discussions at the opinion exchange meeting, which involved experts and practitioners to identify issues.

Current Situation and Issues of Information Provision to Foreign Visitors in the Event of a Disaster

The purpose of this research is to clarify the current situation of information senders and means of communication and the characteristics of foreign visitors in Japan in order to improve disaster prevention measures for foreign visitors in Japan. It is to analyze the current situation and problems through case analysis and interview surveys, and propose a way of providing information beyond multilingual support. An independent questionnaire was conducted to analyze the characteristics of foreigners visiting Japan, and their knowledge and experience about disasters, risk awareness, behavior of information collection, and evacuation behavior in scenarios were clarified. Based on the above analysis, we obtained suggestions on the direction of disaster prevention measures for foreign visitors to Japan.

Implementation of Tourism Statistics according to the Utilization Needs of Regional Tourism Promotion Organizations
- Detailed Representation in Case of the Statistics on Overnight Travel and Methodology of Policy Evaluation -


The purpose of this research is to propose a method for developing tourism-related statistics in Japan that allows regional tourism promotion organizations such as DMO to review quantitatively the effects of measures, using the statistics on overnight travel. After presenting the points of fusion strategy of existing tourism statistics and big data for representing in a more detailed area and proposing and evaluating the methodology for regional refinement that was represented using only statistics on overnight travel, Prof. Shimizu proposed and evaluated the method for estimating the effect of each area and grasping the effect of the event by integrating the statistics on overnight travel and the mobile location information data in the case of a short-term large-scale regional event.

Research Study on Human Resource Development for Cyber Attacks toward the Tokyo Olympic and Paralympic Games

While the 2020 Tokyo Olympics and Paralympics will be held in the midst of cyber attacks expanding on a global scale, a survey of railway and aviation companies (FY2015) revealed a shortage of human resources to implement security measures. For this reason, our institute has created a curriculum for the purpose of developing expert human resources for security measures and created teaching materials based on it. In this presentation, Mr. Fukasaku reported on the contents of educational measures, cases and countermeasures of cyber attacks, and pointed out the necessity of positioning cyber attacks as one of external environmental risks.
