Event Summary

On June 5, the 24th China-Japan Exchange Meeting on Transportation Economics and Technology was held at JTTRI. On the Chinese side, six people from ICT participated, including Mr. WU. From JTTRI, Mr. Yamauchi, President for Professor, Mr. Tsuboi, Director, Planning Office, Mr. Kageyama, Director, International Affairs Office, Mr. Igarashi, Research Fellow, Mr. Abe, Research Fellow, Mr. Niikura, Research Fellow, etc., and also, from the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), Mr. Isono, Special Representative for International Affairs, Mr. Tsuyuki, President, Policy Research Institute for Land, Infrastructure, Transport and Tourism, and others, attended the meeting.

Since 1984, this meeting has been held among ICT, MLIT and JTTRI, for the purpose of exchanging information, almost once a year in alternating countries. ICT on the Chinese side is the core administrative organization in China that is in charge of formulating various national plans and permitting large-scale projects.

Exchanges between the two countries have been accumulating at various levels, and the China-Japan high-level economic dialogue was held in April this year for the first time in eight years, and in May, Mr. Li Keqiang, Premier of the State Council of the People's Republic of China, came to Japan for a Japan-China Summit Meeting. It was held this time in the midst of new movements between Japan and China.

At this meeting, we exchanged opinions on the following three topics and had a suggestive discussions.

  1. Topics related to the Olympic and Paralympic Games
    The Chinese side presented people flow and logistics for the 2022 Winter Olympic and Paralympic Games, and the Japanese side presented the traffic issues and countermeasures, and the cost burden for barrier-free maintenance of railways for the 2020 Summer Olympic and Paralympic Games.
    As China's lists of important items for the 2022 Winter Olympic and Paralympic Games include "comprehensive response capabilities to cover diverse needs", "comprehensive planning and construction of related infrastructure", "improvement of management services", "utilization of high-tech technology", "active cooperation of public and private sectors", we felt enthusiasm for a meaningful competition.
    In addition, there were various questions from the Chinese side regarding the barrier-free maintenance of railways, and it was thought that Japan's efforts for vulnerable traffic users in the road served as a reference for the Chinese side.
  2. Topics related to autonomous driving
    The Chinese side presented the current situation and issues related to autonomous driving technology, and the Japanese side presented the demonstration test of the autonomous driving service and the operating costs of the autonomous driving bus and taxi.
    In China, while the number of vehicles sold has been increasing rapidly year by year, the government has been focusing on autonomous driving in recent years. Indicators related to the reliability of autonomous driving, application of communication network technology, responsibility sharing in the event of an accident etc. were shown as challenges.
    Also, from the Chinese side, there were questions about the achievement of the goal of "0 traffic deaths in Japan", etc., it could be said that it was a reference for the Chinese side on how to reduce accidents by introducing autonomous driving in increasingly complicated road traffic situation in China.
  3. Others
    The Chinese side made a presentation on the situation of the transportation and logistics field in the "The Belt and Road Initiative", and the Japanese side made a presentation on the actual situation of the traffic flow of intercity traffic.
    The Chinese side explained the progress of the traffic connection and interconnection of the Belt and Road Initiative, and suggested that deep exchanges between two countries could be carried out in various fields such as logistics, trade, and industry with the cooperation of Japan, which had extremely advanced technology and abundant experience.
    Also, regarding the analysis results of the flow situation of tourists from overseas presented by the Japanese side, there were various questions from the Chinese side, indicating the high interest.
        This meeting was a successful as the exchanges between the two research institutes were deepened in terms of transportation, logistics and tourism.
