Dr. Yoichi Kanayama graduated from the Department of Civil Engineering, Faculty of Engineering, University of Tokyo in March 1982, and began working for the Japanese National Railways in April, working in railway operation and maintenance. In 1983, in the wake of the Japan National Railways Reform (1982), he transferred to The Japan Railway Construction Public Corporation (currently Japan Railway Construction, Transport and Technology Agency), where he engaged in research planning, consideration, and construction of railway projects across the country. In 1996, he became the director of an urban railway construction site in the Tokyo area. In 2006, he became the deputy director of the Hokuriku Shinkansen Construction Bureau. In 2009, he became the deputy director of the Tohoku Shinkansen Construction Bureau. In 2013, he became the director of the Hokkaido Shinkansen Construction Bureau. In 2017, he was in charge of railway project research, construction safety, and public procurement. Technical planning manager in charge. From 1989 to 1992, he worked on railway policy at the Ministry of Transport (currently the Ministry of Land, Infrastructure, Transport and Tourism).
Through the above 36 years of practical experience, he has gained experience in a range of railway fields, including railway operation, maintenance, research, planning, construction, and administration.
In 2018, he became a professor at the Department of Urban and Transportation Design, Faculty of Urban Design, University of Toyama, in order to contribute to the establishment of a civil engineering department, which had not been established at a national university in 36 years. In 2023, he will be a special research professor in the Department of Urban Design. He also serves as Director of the Railway Revitalization and Development Support Center at the Urban Policy Support Unit, University of Toyama.

Regarding his degree, in 2005, he was awarded a doctorate (engineering) from the Department of Civil Engineering at the University of Tokyo for his thesis ``Research on a public-private sharing system that balances management efficiency and public interest in the field of railway development and operation''. .
The paper was based on his practical experience and added an academic dimension. Dr. Kanayama clarified that, rather than a mixed public-private model like the third sector, a public-private sharing model that appropriately shares roles and risks based on the strengths and weaknesses of the public and private sectors is effective and sustainable. , and demonstrated a public-private partnership method that balances the vitality of the private sector and the public interest. The idea in that paper is positioned as the ultimate PPP (Public Private Partnership) in the railway field.
In addition, the Ministry of Land, Infrastructure, Transport and Tourism took advantage of Dr. Kanayama's paper and enacted the ``Urban Railway Convenience Promotion Act'' in 2005, which was the first law in Japan to introduce a publicly constructed and privately operated system for urban railways, based on the ideas in that paper. . By applying this law, Tokyu-JR direct lines and Tokyu-Sotetsu direct lines have been commercialized, opened, and are in operation in the Tokyo area.
